Best time of year to windsurf

I am thinking of coming to visit friends who are sailing in Carribbean this winter and would like to come in Mid January with a few days to a week to windsurf. What are your recommendations for places to rent equipment and sail as well as best places to stay. (Under $200.00 and comfortable)
